Decided in 2004 to rebalance a country where half the population lives around Seoul, Sejong city has housed most government ministries since 2012. The Constitutional Court had first struck down a full transfer of the capital, ruling that it fell under constitutional custom; the government therefore split the administration. The ministerial complex is a single winding building three and a half kilometres long, with a rooftop garden.
