Nikkō, in the prefecture’s northern mountains, holds Tōshō-gū, the shrine where Tokugawa Ieyasu rests and whose decorative excess breaks with usual Shinto restraint. Further south, Utsunomiya contests the title of gyōza capital with Hamamatsu every year, and Tochigi strawberries have been Japan’s best sellers for over half a century.
