Sendai, founded in 1600 by the one-eyed lord Date Masamune, is the northeast’s only major city, and its Tanabata festival draws two million visitors each August. Matsushima bay, counted among Japan’s three finest views, absorbed part of the March 2011 tsunami that devastated the coast, an event the prefecture still carries in its memory and its building sites.
